The National Healthcare Conference is made up of ninety-seven members with voting rights.

Its members are divided into five colleges as follows:

1° A college of representatives of the regions and regional health and autonomy conferences, comprising twenty-two members:

a) One representative of the regions, appointed on the proposal of Régions de France ;

b) A representative of the départements, nominated by the Assemblée des départements de France;

c) One representative of the intercommunal bodies, nominated by the Assemblée des Communautés de France;

d) One representative of the communes, nominated by the Association des maires de France;

e) Eighteen representatives of the Regional Health and Autonomy Conferences, appointed by the standing committees of these conferences, in accordance with the last paragraph of Article D. 1432-34 of the Public Health Code;

2° A college of representatives of associations representing users of the healthcare system, people concerned in the medico-social and social sectors, family carers and environmental protection associations, comprising seventeen members:

a) Ten representatives of national associations of health system users approved under Article L. 1114-1 of the Public Health Code, comprising :

i) Six representatives of associations, including two representatives of consumer associations, appointed following a call for applications in accordance with the procedures defined by order of the Minister for Health;

ii) Four representatives of associations, appointed by the Union nationale des associations agréées d'usagers du système de santé (National Union of Approved Health System Users' Associations) referred to in Article L. 1114-6 ;

b) Three representatives of associations of the people concerned, comprising :

i) One representative of associations working for the disabled, appointed on the recommendation of the National Advisory Council for the Disabled ;

ii) One representative of associations working for the benefit of the elderly, appointed on the recommendation of the Haut Conseil de la famille, de l'enfance et de l'âge ;

iii) One representative of associations working to combat precariousness, appointed on the recommendation of the Conseil national des politiques de lutte contre la pauvreté et l'exclusion sociale (National Council for Policies to Combat Poverty and Social Exclusion);

c) A representative of associations of family carers, appointed on the recommendation of representative associations;

d) One representative of associations working in the fields of social action and the medico-social sector, appointed by the Minister for Social Affairs;

e) Two representatives of environmental protection associations approved under article L. 141-1 of the Environment Code, appointed by the Minister for the Environment;

3° A college of social partners and social protection players, comprising seventeen members:

a) Ten representatives of the social partners, comprising :

i) One representative from each of the five most representative employee trade union organisations at cross-industry level, appointed on the proposal of each of these organisations;

ii) One representative from each of the three most representative employers' organisations at national level, appointed on a proposal from these organisations;

iii) One representative of employers in the social economy working in the private not-for-profit health, social and medico-social sector, appointed on the recommendation of a representative professional organisation in the sector;

iv) One representative of the most representative organisations of farmers, nominated by the President of Chambres d'Agriculture France;

b) Two representatives of the compulsory health insurance bodies, appointed on the recommendation of the President of the Union Nationale des Caisses d'Assurance Maladie;

c) One representative of the old-age pension scheme, nominated by the Chairman of the Board of Directors of the Caisse Nationale d'Assurance Vieillesse;

d) A representative of the occupational injury and disease branch, appointed on the recommendation of the Chairman of the occupational injury and disease commission referred to in Article L. 221-5 of the Social Security Code;

e) One representative of the family branch, appointed on the recommendation of the Chairman of the Board of Directors of the Caisse Nationale d'Allocations Familiales;

f) Two representatives of complementary health insurance organisations, appointed on the recommendation of the chairman of the board of the Union nationale des organismes d'assurance maladie complémentaire;

4° A college of players in prevention, health observation, research and digital health, comprising sixteen members:

a) Seven representatives of salaried health professionals, including: two representatives of school health, one representative of university health, one representative of occupational health services, one representative of departmental services for the protection and promotion of maternal and child health, one representative of medical-psychological centres and medical-psychological-pedagogical centres and one representative of prison health, appointed on the proposal, in each field, of an organisation representing salaried health professionals;

b) A representative of the training of future healthcare professionals appointed by the Minister for Higher Education;

c) Two representatives of organisations working in the field of health promotion, prevention or health education, appointed on the recommendation of the Agence nationale de santé publique;

d) One representative of organisations working in the field of environmental health, nominated by the Agence nationale de sécurité sanitaire de l'alimentation, de l'environnement et du travail;

e) Two representatives of social work professionals, nominated by the Haut Conseil du Travail Social;

f) One representative of research bodies working in the fields of life and health sciences and human and social sciences, nominated by the organisations representing these bodies;

g) A representative of organisations working in the fields of health monitoring and independent living, appointed by the Minister for Health;

h) A representative of digital health professionals appointed by the Minister for Health;

5° A college of health service providers and health product industries comprising twenty-five members:

a) Seven representatives of self-employed healthcare professionals, appointed on the proposal of the Union nationale des professionnels de santé ;

b) Twelve representatives of health institutions and establishments and medico-social institutions and services, comprising :

i) One representative of public hospital organisations, one representative of private for-profit hospital organisations and one representative of private not-for-profit hospital organisations, appointed on the proposal of a representative organisation in each sector;

ii) Three representatives of the conferences of presidents of medical committees and conferences of establishments, including one appointed on the joint proposal of the conference of presidents of medical committees of establishments in university hospital centres, the conference of presidents of medical committees of establishments in hospital centres and the national conference of presidents of medical committees of establishments in specialised hospital centres, one appointed on the proposal of the national conference of presidents of medical conferences of establishments in the not-for-profit private sector and one appointed on the proposal of the national conference of medical conferences of establishments in the private hospital sector;

iii) One representative of establishments providing home hospital care, appointed on the recommendation of a representative organisation in this field;

iv) A representative of home autonomy services covered by 1° of Article L. 313-1-3 of the Code de l'Action Sociale et des Familles in respect of their care activity, appointed on the recommendation of an organisation representing these services;

v) One representative of legal entities managing institutions supporting disabled people, appointed on the recommendation of the national advisory council for disabled people;

vi) A representative of legal entities managing institutions for the elderly, appointed on the recommendation of the social section of the national committee for health and social organisation;

vii) A representative of legal entities managing institutions supporting people in social difficulty, appointed on a proposal from the social section of the national committee for health and social organisation;

viii) One representative of legal entities managing institutions providing care and support for people facing specific difficulties, as referred to in 9° of Article L. 312-1 of the Code de l'Action Sociale et des Familles , appointed on the recommendation of an organisation representing this activity;

c) One representative of territorial professional health communities, appointed on the recommendation of an organisation representing these structures;

d) One representative of multi-professional health centres, appointed on the recommendation of an organisation representing these structures;

e) One representative of health centres, appointed on the recommendation of one of the organisations representing these structures;

f) Two representatives of the health product industries, appointed on the recommendation of the most representative organisations;

g) One representative of the coordination support systems, appointed by the Minister for Health.
