The Regional Conference on Health and Autonomy is made up of seven colleges whose members have the right to vote:

1° The college of representatives of local and regional authorities, comprising :

a) The President of the Mayotte Departmental Council ;

b) Two departmental councillors appointed by the Mayotte Departmental Council;

c) Two representatives of the communes and groups of communes of Mayotte appointed by the Association of Mayors of Mayotte or, where there is no association or where there are several, elected by the college of mayors of the department convened for this purpose by the Prefect and the Assembly of Communities of France;

2° The college of representatives of users of health or medico-social services, comprising :

a) A representative of associations of users of the healthcare system ;

b) A representative of associations representing the elderly;

c) A representative of disabled people's associations.

These representatives are appointed by the Director General of the Regional Health Agency following a call for candidates, which he organises. However, at the next renewal of this college, the members mentioned in b and c are appointed by the Director General of the Regional Health Agency on the proposal of the Departmental Council for Citizenship and Autonomy mentioned inArticle L. 149-1 of the Social Action and Family Code, if it is consulted.

3° The college of social partners comprising :

a) Five representatives of representative employee trade unions appointed by them, on the recommendation of their regional bodies;

b) Three representatives of representative professional employers' organisations, appointed by them on the recommendation of their local bodies;

c) One representative of local trade unions representing craftsmen, traders and the liberal professions, appointed by the director of the regional health agency, on the joint recommendation of the local chamber of trades and crafts, the local chamber of industry and commerce and an organisation representing the liberal professions;

d) A representative of the trade unions representing farmers appointed by the territorial chamber of agriculture;

4° The college of social cohesion and protection players, comprising :

a) One representative of associations working on behalf of vulnerable people, appointed following a call for applications organised under conditions set by the Director General of the Regional Health Agency;

b) Three representatives of the Mayotte social security fund;

5° The college of prevention and health education players, comprising :

a) One representative from each of the school and university health services appointed by the Rector of the Mayotte Education Authority;

b) A representative of the occupational health services appointed by the head of the government department in Mayotte responsible for work and employment;

c) A representative of the maternal and child health protection and promotion services appointed by the President of the Mayotte Departmental Council;

d) A representative of bodies or associations working in the field of health promotion, education and environmental protection, appointed by the Director General of the Regional Health Agency.

6° The college of health service providers, comprising :

a) Three representatives of health establishments ;

b) Two representatives of establishments for the disabled and establishments for the elderly;

c) One representative of legal entities managing institutions for people in social difficulty, appointed by the Director General of the Regional Health Agency;

d) Two representatives of self-employed healthcare professionals appointed by the Director General of the Regional Health Agency on the recommendation of the unions of self-employed healthcare professionals in Mayotte;

e) Two representatives of the emergency services and health transporters appointed by the Director General of the Regional Health Agency;

f) One representative of the medical association appointed by the president of the regional medical association.

7° The college of qualified personalities, comprising two qualified personalities appointed by the Director General of the Regional Health Agency on the basis of their qualifications in the conference's areas of competence.
