I. - The provisions of this chapter are applicable to municipal and inter-municipal public establishments.
II. - They shall also apply, with the exception of article L. 1612-7 :
- to departmental and interdepartmental public establishments;
- to public establishments common to communes and departments;
- to public establishments common to local authorities or groupings of such authorities and to public establishments;
- to regional and interregional public establishments.
