The territorial collectivity of Corsica establishes and transmits to the State representative, after consultation with the economic, social, environmental and cultural council of Corsica and taking into account the guidelines set by the plan, the provisional training plan for collèges, lycées, vocational education establishments, artistic education establishments, special education establishments, maritime vocational lycées, agricultural education establishments mentioned in article L. 811-8 of the rural and maritime fishing code and information and guidance centres.

It shall involve the representatives appointed by the private educational establishments under contract in drawing up this plan.

The Corsican territorial collectivity shall draw up, after agreement from each of the collectivities concerned by the projects located on their territory, the provisional investment programme relating to the establishments mentioned in the first paragraph.

In this respect, the Corsican regional authority defines the location of the establishments, their capacity and the method of accommodation for pupils.

Each year, after consulting the Corsican economic, social, environmental and cultural council and obtaining the opinion of the State representative, the Corsican regional authority draws up the list of construction or extension operations for the aforementioned establishments. This list is drawn up taking into account the provisional investment programme and the commitments entered into as part of the regional plan contract for the development of training and vocational guidance defined in article L. 214-13 of the Education Code, and after agreement from the commune in which the establishment is located. When it is decided to build or rehabilitate the aforementioned establishments, the Corsican local authority shall take into account, for the construction or rehabilitation project, the recommendations for an inclusive school of the National Observatory for the Safety and Accessibility of Educational Establishments mentioned in Article L. 239-2 of the same code.

Each year, the territorial collectivity of Corsica decides on the general educational structure of secondary education establishments, taking into account the provisional training plan.

To this end, after consultation with the President of the Executive Council of Corsica, the State informs the Assembly of Corsica of the resources it proposes to allocate to the Academy of Corsica. The educational structure becomes definitive when an agreement on the resources allocated by the State to the Académie de Corse and their terms of use has been concluded between the representative of the State and the president of the Executive Council mandated for this purpose.
