I.- The territorial health councils are made up of a minimum of thirty-four members and a maximum of fifty members, distributed as follows:

1° College of professionals and health service providers, made up of at least twenty and at most twenty-eight representatives of health establishments, professionals and structures, medico-social establishments and services, prevention and health promotion, and representatives of organisations working in the field of combating poverty and precariousness ;

2° College of users and user associations working in the areas of competence of the Regional Health Agency, comprising at least six and at most ten members;

3° College of local authorities or their groupings, from the health democracy territory concerned, comprising at least four and no more than seven members;

4° A college of representatives of the State and social security bodies, comprising at least two and no more than three members;

5° Two qualified personalities.

The members of the college of healthcare professionals and service providers, the college of users and user associations working in the areas for which the Regional Health Agency is responsible and the college of representatives of the State and social security bodies are appointed by order of the Director of the Regional Health Agency, on the recommendation of the organisations or bodies representing them, where these exist, or, where they do not, following a call for candidates.

The members of the college of local and regional authorities and their groupings are appointed by order of the director of the regional health agency, on the proposal of the president of the deliberative assembly concerned, or of the association representing local and regional authorities or their groupings at national level, as the case may be.

Qualified persons are appointed by the Director General of the agency and chosen for their expertise or experience in the areas covered by the Territorial Health Board.

No person may sit on a Territorial Health Board in more than one capacity.

Alternate members, with the exception of the qualified individuals mentioned in the sixth paragraph, are appointed under the same conditions as the full members.

The composition, the number of seats in each of the colleges and the procedures for appointing each of the members are specified by order of the ministers responsible for health, health insurance, the disabled and the elderly.

II - In all territories where an army hospital is located, the Territorial Health Board includes a representative of the Minister of Defence in addition to the composition resulting from I. At the request of the Minister of Defence, his representative may also be involved in the work of the other territorial health boards.
