Appendix VI to articles D. 2224-1, D. 2224-2 and D. 2224-3.

PUBLIC SANITATION SERVICE

The characteristics and indicators mentioned below are established, unless otherwise indicated, for the financial year or at 31 December of the financial year concerned by the report and for the entire territory for which the local authority organising the service provides the sanitation service.

PART ONE

Public sewerage service

1° Technical description of the service :

- presentation of the territory served; method of management of the service and, if applicable, expiry date of the contract(s) delegating the service;

- estimate of the number of inhabitants served by a combined or separate wastewater collection network, based on the total population of the municipalities and their total increased population defined in application of article L. 2334-2 du code général des collectivités territoriales;

- number of subscriptions;

- number of authorisations to discharge effluent from industrial establishments into the wastewater collection network;

- lines of wastewater collection networks according to their typology (separate or combined) and, where applicable, identification of existing works in order to control effluent discharges into the natural environment via combined networks in wet weather;

- identification of wastewater treatment works, treatment capacities and discharge requirements for the main pollutants;

- quantity of sludge from treatment works.

2° Sanitation pricing and service revenues:

- presentation of the pricing procedures for the service and any access charges; references of the deliberations of the authority organising the service setting the tariffs for sanitation and other services billed to subscribers;

- presentation of a sanitation bill calculated on 1st January of the year in which the report is presented and on 1st January of the previous year, calculated for a reference household water consumption defined by INSEE. This presentation shows the remuneration of the public sanitation service, distinguishing, where applicable, between the portion due to the delegating authorities and the portion due to the delegating company, as well as the fees and taxes relating to the service. It also shows the amount of the bill that is not proportional to the volume of water consumed, distinguishing, where applicable, between the portion due to the delegating authorities and the portion due to the companies. For each item that has changed since the previous year, the report provides explanatory information;

- amounts of operating revenue linked to the billing of the wastewater service to subscribers, as well as other operating revenue consisting in particular of treatment premiums from the water agency, contributions from other services, contributions in respect of rainwater and exceptional contributions from the general budget.

3° Performance indicators:

- rate of coverage by wastewater collection networks;

- index of knowledge and asset management of wastewater collection networks;

- compliance of effluent collection with the requirements defined in application of the décret n° 94-469 du 3 juin 1994 modifié;

- conformité des équipements d'épuration aux prescriptions définies en application du décret n° 94-469 du 3 juin 1994 modifié ;

- compliance of the performance of the treatment works with the requirements defined in application of Decree no. 94-469 of 3 June 1994 as amended;

- rate of sludge from the treatment works disposed of through channels that comply with the regulations.

The reports that must be submitted to the local public services consultative commission for review pursuant to article L. 1413-1 du code général des collectivités territoriales also include the following elements:

- rate of effluent overflow into users' premises;

- number of points in the collection network requiring frequent cleaning operations per 100 km of network;

- average rate of renewal of wastewater collection networks;

- compliance of the performance of treatment facilities with the requirements of the individual act taken in application of the water police ;

- index of knowledge of discharges into the natural environment by wastewater collection networks;

- length of time over which the community's debt is extinguished;

- rate of unpaid water bills for the previous year;

- existence of a system for recording written complaints received; rate of complaints.

4° Financing of investments:

- financial amounts of work committed during the last financial year; amounts of subsidies from local authorities or public bodies and contributions from the general budget to finance this work;

- outstanding debt and amount of annual debt repayments during the last financial year, identifying repayment of capital and interest ;

- amount of depreciation carried out by the local authority organising the service;

- presentation of projects under study with a view to improving the quality of service to users and the environmental performance of the service; provisional amounts for the works;

- presentation of multi-year works programmes adopted by the deliberative assembly during the last financial year.

5° Actions de solidarité et de coopération décentralisée dans le domaine de l'eau:

- amounts of debt waivers or payments to a solidarity fund for assistance with the payment of water bills for people in precarious situations in application of article L. 115-3 du code de l'action sociale et des familles; number of applications received;

- descriptions and financial amounts of decentralised cooperation operations conducted under article L. 1115-1-1 du code général des collectivités territoriales.

PART TWO

Public non-collective sanitation service

1° Technical characterisation of the service:

- assessment of the number of inhabitants served by the public non-collective sanitation service;

- non-collective sanitation implementation index.

2° Sanitation tariffs and service revenues:

- tariffs for inspection of non-collective sanitation and, if applicable, presentation of tariffs for other services to subscribers; references of deliberations by the authority organising the service setting these tariffs;

- service operating revenues by identifying revenues from inspection of installations and other services to subscribers.

3° Performance indicators:

- rate of compliance of non-collective sanitation systems.

4° Financing of investments:

- financial amounts of work carried out during the last financial year;

- presentation of projects under study with a view to improving the quality of service to users and the environmental performance of the service; provisional amounts of work.
